2.2.2016 - NFPE /FNPO-JCA கூட்டத்தின் முடிவுகள் !

அன்புத் தோழர்களுக்கு வணக்கம். கடந்த 27.1.2016 அன்று PMG, CCR அவர்களுடன் தமிழக அஞ்சல் JCA சார்பில் நடத்திய பேச்சு வார்த்தை குறித்தும் அதன் வெளிப்பாடாக அளிக்கப்பட்ட வாக்குறுதியும் உங்களுக்கு தெரிவித்திருந்தோம். மேலும் அதன் மறுநாள் DPS CCR அவர்களும் பிரச்சினை தீர்க்கப்பட உத்திரவு அளிக்கப்பட உள்ளது என்று தெரிவித்திருந்தார். ஆனால் , அளிக்கப்பட்ட உறுதி மொழி களுக்கு மாறாக, தபால்காரர் பணிகளுக்கு பதிலி அளிக்க அனுமதிக் காமல் மேலும் பணிகளை நெருக்குவதற்கான உத்திரவு வெளியிடப் பட்டது.

பணியிழந்த 27 CASUAL ஊழியர்களையும் குறைந்தபட்ச தினக் கூலி அடிப்படையில் PICK UP AGENT , MARKETING பகுதி, COLLECTION , PASTING, PINNING என்ற BPC வகைப் பணிகளை, அதுவும் கூட , எந்தவித உத்திரவும் இல்லாமல் வாய்மொழியாக பணியளிக்க நிர்வாகத்தினர் அழைத்தனர்.

இது ஏனென்றால் , SPEED மற்றும் BUSINESS PARCEL PICK UPக்கு ஆகும் செலவு மட்டுமே ரூ. 86000/- வரும் என்று SENIOR MANAGER, MMS தெரிவித்ததாலும், வேறு எதுவும் செய்ய இயலாதென்று அவர் கை விரித்ததாலும், 10 நாட்களாக வணிகப் பணிகள் முடங்கியதாலுமே இந்த முடிவு. மேலும் இவர்கள் PICK UP மட்டுமே செய்வார்கள். BOOKING , DESPATCH க்கு மீண்டும் வேறு ஆள் தேடவேண்டும். அதற்கான ஒரு மாத செலவு என்பது மேலும் கூடுதலாகும்.

அதுவும் இரண்டு VAN மட்டுமே DIVERT செய்ய முடியும் என்றும் , அதற்கு இரண்டு OUTSOURCED DRIVER ( மீண்டும் புதிய CASUAL LABOURER) தனியே  அமர்த்திக் கொள்ள வேண்டும் என்றும் அவர்  தெரிவித்ததே காரணம் . ஆனால் ஏற்கனவே இருக்கும் CASUAL ஊழியர்களுக்கு மாதம் ரூ.50000/- கூட செலவு செய்யவில்லை நிர்வாகம்.



ஆக நிர்வாகத்தின் வீண்  பிடிவாதத்தால்  கடந்த 10 நாட்களில் ஆயிரக் கணக்கான SPEED மற்றும் BUSINESS PARCEL சேவை பாதித்தது மட்டுமல்லாமல், தபால்   காரர்களை  COMBINED DUTY போட்டதால் ஆயிரக்கணக்கில்  தபால்  டெலிவரி சேவை  பாதிப்பும் உள்ளாகியுள்ளது. இந்த நிலை  அண்ணா சாலையில் மட்டு மல்ல சென்னை GPO விலும்தான். கிட்டத்தட்ட இதே நிலைதான்  சென்னை FGN POST, வடசென்னை, மத்திய சென்னை, தென் சென்னை  மற்றும் தாம்பரம் கோட்டங்களிலும்.



எனவே  இது குறித்து முடிவெடுக்க  NFPE மற்றும்  FNPO தமிழ் மாநில JCA கூட்டம் 2.2.2016 அன்று  சென்னை பூங்கா நகர்  தலைமை அஞ்சலகத்தில் கூட்டப்பட்டது. இதில்  NFPE மற்றும் FNPO சங்கங் களின்  பெரும்பகுதி மாநிலச் செயலர்கள், மாநில நிர்வாகிகள், சென்னை பெருநகர  கோட்ட/ கிளைச் செயலர்கள் கலந்து கொண்ட னர். இதில்  மேலே கண்ட தபால்காரர் /MTS மற்றும்  CASUAL ஊழியர்கள் பிரச்சினை மட்டுமல்லாமல், இதர  பகுதிப் பிரச்சினைகளும் பேசப்பட்டன.

இறுதியில் மேலே  கண்ட இரண்டு பிரச்சினைகளுடன், தமிழகத்தில் ஊழியர்களை பாதிப்புக்குள்ளாக்கும்  அஞ்சல், RMS பகுதிகளின் மிக முக்கிய (HARASSMENT OF STAFF IN THE NAME OF TARGET உள்ளிட்ட) பிரச்சினைகளை  உள்ளடக்கி  தமிழகம் தழுவிய அளவில்   JCA   சார்பில்

மூன்று கட்ட போராட்டத்தை  நடத்துவதென்று  முடிவெடுக்கப் பட்டது.

அனைத்து சங்கங்களையும் கலந்துகொண்டு இதற்கான சுற்றறிக்கை எதிர் வரும் 08.2.2016 க்குள் தயார் செய்து  அனுப்புவது என்றும் ,

மூன்றாவது வாரத்தில் தமிழகத்தின் அனைத்து  கோட்டங்களிலும்  JCA சார்பில் கோரிக்கைகளை வலியுறுத்தி  முதற் கட்டம் கண்டன ஆர்ப்பாட்டம் நடத்துவது - கோரிக்கை மனு அளிப்பது எனவும் ,

பிரச்சினை தீர்க்கப்படவில்லை எனில் , நான்காவது  வாரத்தில் உண்ணாவிரதப் போராட்டம் மேற்கொள்வது எனவும், அதற்குப் பிறகும் நிர்வாகம்பேச்சு வார்த்தை நடத்தி பிரச்சினைகளை  தீர்க்கவில்லை எனில்,

மூன்றாவது  கட்டம்  தமிழகம் தழுவிய  அளவில்  முழு  வேலைநிறுத்தம் அறிவிப்பது என்றும், இதற்கான  தேதி   மற்றும்  கணக்கீடு  இரண்டாவது கட்ட போராட்டத்தின்போது JCAவின் தலைவர்களால் அறிவிக்கப்படும் என்றும்  முடிவெடுக்கப்பட்டது.

Report On Pay Commission Recommendations To Be Submitted By June

New Delhi: The Empowered Committee of Secretaries, headed by Cabinet Secretary P K Sinha on the Seventh Pay Commission’s recommendations is expected to submit its report by June, official sources said.

Cabinet Secretary P K Sinha (pictured) is head the Empowered Committee of Secretaries (CoS) for processing the report of the Seventh Central Pay Commission.

The Seventh Pay Commission took 21 months to finalize the report and now the secretaries committee will take the next four to five months to review it.

The Empowered Committee of Secretaries, who will screen the Seventh Pay Commission’s recommendations to send their review to increase in basic pay for all government employees in the region of 18-20% instead of 16%, which was recommended by the Pay Commission.

Finance Ministry officials said the lower grade salaries might see a slight increase due to the commission’s recommendations in this segment is the lowest in 70 years.

“If the increase was high, it would cast a huge impact on the budget outlay. So, the increase should be little,” said an official.

There will be no change made in highest salary while the lowest salary will be Rs 20,000 instead of the proposed Rs 18,000, said an official.

The Pay Commission also recommended for abolition of allowances and advances like risk allowance, small family allowance, festival advance, motor cycle advance.

The advantages and disadvantages of the matter will also be discussed in the review meeting.

The first meeting of Empowered Committee of Secretaries to review the commission’s report is scheduled tomorrow.(2.2.2016).

“After the first meeting, the Empowered Committee will seek suggestions from all the stakeholders for drafting of their report on the Seventh Pay Commission recommendations to address the concerns of central government employees in an effective manner,” the official said.

Accordingly, there is a high possibility that a number of points made in the report may be amended or struck off by the empowered committee for convincing every section of central government employees.

So, the Empowered Committee will need more time to convince every stakeholder before its final nod.

As a pilot phase, Department of Post has started using solar powered, biometric hand-held devices in rural post office with connectivity along with the application software in selected circles viz. Bihar, UP and Rajasthan. This move was the outcome of Rural ICT project declared by the Government of India.

1. Electronic transactions- Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationery will be done through these devices and paper receipt shall be generated

2. Instantaneously thereby eliminating chances of overcharging and other problems associated with manual transactions. Savings Bank deposits & withdrawals, PLI/RPLI premium deposits and loan/claim payments will also be done electronically on these devices.

3. Immediate uploading of transaction data and financial reconciliation- Using mobile connectivity, data pertaining to all transactions done on the hand-held devices shall be uploaded onto the central server. E-Money order will reach the destination post office instantaneously unlike present day where the money order is digitized at the nearest computerized Post Office and leads to delay in delivery. All financial transactions shall also be reconciled immediately without any manual intervention and Cash on Delivery amount collected in the village shall be immediately credited to the account of e-Commerce Company. Similarly the artisans would be able to fulfill e-commerce orders and receive immediate payment for their sold products online. This will have a positive impact on the overall economy of the villages.

4. Automatic track and trace- Speed Post and Registered letters/parcels and money remittances will be trackable at the Branch Post Office level and booking/delivery information will also be uploaded to central server immediately.

5. Fraud and leakage elimination- As Savings Bank and Postal Life Insurance transactions will be done on a real-time basis and through immediate generation of receipt and voice message, chances of fraud would be eliminated. Biometric authentication of MNREGS and social security beneficiaries at the time of pay-out would also reduce leakage in the schemes.

6. Post Offices as Common Service Centres- Branch Post Offices shall be able to work as Common Service Centres and offer services such as Railway Reservation, online bill payment for electricity and water utilities, mobile and DTH recharge, insurance policy premium payments & transactions for partner banks/insurance companies/mutual funds etc.

Start up India (Beginning of

Capitalist Regime)

On16th January, i.e. in the beginning of New Year our Hon`ble Prime-Minister has launched an ambitious Scheme “Start up India” which was announced by him in his speech to the Nation as Prime-Minister from the Wall of Historical Red Fort , New Delhi on 15^th August 2015. The concept behind this is to create a congenial atmosphere and ease by relaxing all norms, rules and regulations to set up industries by the Industrialists so that the economy of the country may grow and more job opportunities may be created to the educated unemployed youth of the country.

During his speech Prime-Minister stated that in the last 70 years Governments of India have done a lot but now enough is enough and the all types of business works should be stopped by the Government and it should be handed over to the entrepreneurs “Start up India” programme, the Prime-Minister has declared that for 3 years there will be no restrictions on entrepreneurs who establish Industries in this programme. They will be given Income Tax exemption for 3 years. If anybody establishes any business under this scheme after selling his moveable and immoveable properties. No Capital gain Tax will be levied on him. Besides this such Industrialists will also be given exemption from Labour Laws and environmental laws. Ten thousand crores rupees fund will be allotted for this scheme within 4 years. Government will provide more fund for innovation based programme. At 7(Seven) institutions research parks will be established.

What does it mean in the context of working class? Earlier also Prime-Minister has declared that labour Inspector will not go to visit any industry to see the working conditions of labourers as it causes exploitation of Industrialists. Capitalists. Now the full exemption will be given from labour laws means a free hand to the capitalists to exploit labour like anything. The workers will not be given conducive atmosphere to work and even minimum wage will also not be given to them. They will adopt hire and fire policy. As the amendment has been done in Apprenticeship Act, so for two years they will take work from the workers as apprentice merely giving some stipend. Not only this they will take the work beyond 8 hours and no social security and Job Security will be given. So this type of provisions and open declaration by the Prime-Minister will give free had to Capitalists to exploit the workers to maximum extent.

Giving exemption from Income Tax and Capital gain Tax will benefit the industrialists to maximize their profit and the burden of such exemptions will come on the shoulders of common Tax Payer. To provide Rs. Ten thousand crores fund within 4 years to the entrepreneurs is also a question mark? From where this money will come? This will also be given from the money collected through taxes from the common man. Besides this exemption from environmental laws will also worsen the position as they will exploit the natural resources like anything.

So all beneficial schemes to the industrialists/capitalists and nothing to the working class of India. The workers are still deprived of minimum wage. Our Government is crying that after implementation of 7^th CPC Rs.One Lac crores burden will come while in other side the top class industrialists are given benefit of waiver of NPA of Banks worth Rs. One lac twenty five thousand crores. Besides this within 5 years Rs. Twenty five lac crores exemption has been given to the corporates in various Taxes.

The range of income tax exemption to the salaried class employees is not being increased, so whatever is gained as DA as compensation to neutralize the price rise of market is snatched by the government in the form of Income Tax.

For seeking modification in 7^th CPC the entirety of Central Government Employees is struggling.

We as worker should analyse and understand the policies of Government of India who is intensifying the neo-liberal economic reforms in various ways like Start up India.

So it is crystal clear that Start up India Programme is beginning of Capitalists Regime which is going to give more opportunities to the Capitalists to exploit the Working Class in various forms.

LATEST NEWS FROM CIRCLE UNION ON DIFFERENT MATTERS

என்ன செய்கிறது உங்கள் மாநிலச் சங்கம் ?

கடந்த 28.01.2016 அன்று - ஏற்கனவே 08.01.2016 அன்று நம் மாநிலச் சங்கத்தினால் கொடுக்கப்பட்ட கடிதத்தின் அடிப்படையில் - பல்வேறு பிரச்சினைகள் குறித்து CHIEF PMG அவர்களிடமும் , DPS HQ /DPS CCR அவர்களிடமும் நாம் பேசினோம் . அதனடிப்படியில் மாநில நிர்வாகம் அளித்த பதில்களை கீழே தருகிறோம்.

1.ஒத்திவைக்கப்பட்ட அடுத்த RJCM கூட்டம் எதிர்வரும் 16.2.2016 அன்று நடைபெறும் . அதற்கான SUBJECTS 01.02.2016 க்குள் கிடைக்குமாறு அளிக்க வேண்டும்.

2.வெள்ள முன்பணம், பாதிக்கப்பட்ட பகுதிகளில் விண்ணப்பித்த ஊழியர்களுக்கு நிச்சயம் அடுத்த வாரத்தில் வழங்கிட நடவடிக்கை எடுக்கப்பட்டுள்ளது. மாநிலம் முழுதும் வழங்கிட நாம் கோரினோம். இறுதியில் சென்னை, காஞ்சிபுரம், திருவள்ளூர், கடலூர் மாவட்டப் பகுதிகளுடன்  பாண்டிச்சேரி மற்றும் தூத்துக்குடி மாவட்டப் பகுதிகளில் விண்ணப்பித்தவர்களுக்கும் சேர்த்து வழங்கிட CHIEF PMG அவர்கள் உறுதியளித்துள்ளார்.

3. வெள்ளம் பாதித்த மாவட்டப் பகுதிகளில் WELFARE FUND இல் இருந்து உதவித்தொகை விண்ணப்பித்த GDS ஊழியர்களுக்கு, உரிய VAO சான்றாவது இணைக்கப்பட்டிருந்தால் மட்டுமே வழங்கிடப்படும் என்று CPMG தெரிவித்தார். இதற்கு மாநில சேமநல நிதியில் உரிய அளவு தொகை இல்லையெனில், மத்திய சேமநிதித் தொகுப்பில் இருந்து கேட்டு, பாதிக்கப்பட்ட ஒவ்வொரு ஊழியருக்கும் குறைந்த பட்சம் ரூ.5000/- வழங்கப்படும் என்றும் தெரிவித்தார்.

4. நாம் கேட்டுக் கொண்டபடி GDS இலிருந்து தபால்காரராக தேர்வு பெற நடத்திடவேண்டிய தேர்வுக்கான அறிவிக்கையானது  கண்டிப்பாக அடுத்த வாரத்தில் வெளியிடப்படும் என்று தெரிவித்தார்.

5. 2015க்கு அறிவிக்கப்படவேண்டிய LGO TO P .A . தேர்வுக்கான அறிவிக்கை நிச்சயம் இந்த மாதத்தில் (FEBRUARY 2016) 15 இலிருந்து 20 நாட்களுக்குள் அறிவிக்க நடவடிக்கை எடுக்கப்பட்டுள்ளது என்றும்  தெரிவித்தார்.

6. 2015 -16 க்கான 5 ஆவது LSG பதவி உயர்வுப் பட்டியல் தயார் நிலையில் உள்ளது. கடந்த பட்டியலில் உள்ளவர்கள் பதவி உயர்வில் சென்று சேர்ந்தவுடன் இது வெளியிடப்படும் என்று தெரிவிக்கப் பட்டது. அதாவது அடுத்த வாரத்தில் வெளியிடப்படலாம். இதுவரை அஞ்சல் பகுதியில் மட்டும் 378 பேருக்கு பதவி உயர்வும் , இதன் காரணமாக 378 எழுத்தர் காலியிடமும் நாம் போராடிப் பெற்றுள்ளோம்.

7.மேலும் "போனஸ்" ஆக 2016-17 க்கான LSG பதவி உயர்வுப் பட்டியலும் தயாரிக்கப்பட்டு வருகிறது என்பது உபரிச் செய்தி.

8. இது தவிர , இதுவரை மருத்துவ காரணங்கள் மற்றும் ஒய்வு பெறுவது நெருக்கத்தில் உள்ளது என்பது போன்ற காரணங்களால் பதவி உயர்வு DECLINE செய்த ஊழியர்களின் காலியிடங்களுக்கும் நிரப்பிட மேலும் ஒரு பட்டியல் வெளியிடப்படும் என்ற உறுதியை CHIEF அவர்களிடம் கோரிப் பெற்றுள்ளோம் என்பது சிறப்பான செய்தியாகும்.

9. ஏற்கனவே கடந்த 2013-14, மற்றும் 2014-2015 ஆண்டுகளில் நம்முடிய கடுமையான முயற்சியினால் அறிவிக்கப்பட்ட  SCRAPPING COMMITTEE மூலம் CONDEMNATION அறிவிக்கப்பட்ட COMPUTER மற்றும் அதன் உப பொருட்களுக்கு மாற்றாக புதிய கணினி/ உப பொருட்கள் வாங்கிட நம் மாநிலச் சங்கத்தின் முயற்சியால்  கடந்த 16.12.2014 JCM இலாக்கக் குழு கூட்டத்தில் ஒப்புதல் பெறப்பட்டது உங்களுக்குத் தெரியும்.

பின்னர் மீண்டும் மீண்டும் FOUR MONTHLY MEETING , RJCM MEETING என்று பிரச்சினை வைக்கப்பட்டு கடந்த 13.6.2015 மற்றும் 23.11.2015 தேதிகளில் மீண்டும் துறைச்செயலருக்கு நினைவூட்டுக் கடிதங்கள் அளித்ததன் விளைவாக, இலாக்கா    நம்முடைய பொதுச் செயலருக்கு தமிழகத்திற் கென்றே தெளிவான தனியான பதிலையும்  அளித்துள்ளது. அதனடிப் படையில் இந்த நிதி ஆண்டில் 2013-14 மற்றும் 2014-2015 க்கான ESTIMATE க்கான நிதி ஒதுக்கப்பட்டு பெற உள்ளோம். இது குறித்த உரிய ஆவணங்களுடனான செய்தியை தனியே தருகிறோம்.

இது தமிழ் மாநிலச் சங்கத்தின் அயராத முயற்சிக்கு கிடைத்த வெற்றியாகும். வேறு எந்த மாநிலங்களிலும் பெறாத நிலையாகும். இதற்கு இடைவிடாது முயற்சித்த முன்னாள் பொதுச் செயலர் தோழர். KVS , தோழர். கிருஷ்ணன் மற்றும் இந்நாள் பொதுச் செயலர் தோழர். பராசர் ஆகியோருக்கும் நம் நன்றி உரித்தாகும்.

10. இன்று (30.01.2016) Mc CAMISH பிரச்சினை காரணமாக நாட்டின் அனைத்து பகுதிகளிலும் தொடர்பற்றுப் போனதால் B .O . க்களில் பெறப்பட்ட பல நூற்றுக் கணக்கான RPLI PREMIUM S .O . க்களில் கணக்கில் கொண்டு வர இயலவில்லை. இது குறித்த புகார் மாநிலச் சங்கத்திற்கு மதியம் 3.30 மணியளவில் கிடைக்கப் பெற்றவுடன் , இன்று நிர்வாக அலுவலகங்களுக்கு விடுமுறையான போதிலும், நாம் அலைபேசியில் CHIEF அவர்களிடம் பிரச்சினையைக் கூறி புகார் அளித்தோம். அவரும் மற்றும் DPS HQ ADDL CHARGE நிலையில் உள்ள DPS CCR அவர்களும், உடன் DTE வரை பேசி உரிய ஆவன நடவடிக்கையை விரைவாக எடுத்து மாலை 04.55 க்கு நமக்கு சரி செய்யப்பட்டதாக தகவல் தெரிவித்தார்கள் .மாலை 05.05 மணி  முதல் Mc CAMISH செயல்படத் துவங்கியதாக பல பகுதிகளில் இருந்தும் நமக்கு தோழர்கள் தெரிவித் தார்கள். உடன் நடவடிக்கை மேற்கொண்ட CPMG மற்றும் DPS CCR ஆகிய இருவருக்கும் நம் நன்றி !

கடந்த 08.01.2016 அன்று தேங்கிக் கிடக்கும் பிரச்சினைகளை தீர்த்து வைக்கக் கோரி நம்முடைய CHIEF PMG அவர்களிடம் கடிதம் அளித்துப் பேசினோம். இது குறித்து நம்முடைய தமிழக அஞ்சல் மூன்று வலைத் தளத்தில் கடித நகலை அன்றைய தேதியிலேயே பிரசுரித்திருந்தோம். அந்தக் கடிதத்தின் ஒரு பகுதி கீழே உங்கள் பார்வைக்குத் தருகிறோம்.

4. Request to hold DPC for giving regular promotion from Postmaster Gr. II to Postmaster Gr. III since 16 Gr. II officials are completed the minimum required service and 39 Gr. III posts are reportedly vacant. Till such time of completing the formalities for DPC process, eligible officials may be given promotion on adhoc basis.

NO REVISION IN SALARY IF BSNL NOT PROFITABLE - CORPORATE PLAN TO SELL OUT BSNL

BSNL Chairman and Managing Director Anupam Shrivastava today said there won’t be any revision in salary next year unless the company is profitable.

“This is the most crucial year in the history of BSNL, because 2017 will be the year when our salaries are going to be revised as a third PRC (Pay Review Committee), and let me tell you … Unless we are profitable the salary is not goingto be revised,” Shrivastava said.

Speaking after launching BSNL Mobile Data Offload service in Karnataka, he said the organisation has to be made profitable.

Pointing out that in the past Air India and ITI couldn’t revise their salaries, Shrivastava said, “so 2017 is a very important year and we have to make sure that this year our profit and loss account looks good.”

“I have instructed all my IFA’s that their prime dutyis to look towards the revenue. Gone are the days when we were sitting and only signing on the file. No, revenue is your prime responsibility,” he said.

He said Karnataka Circle is not doing comparatively good, and he has got commitment from the senior officials that before March 31 they will make the circle “again profitable”.

BSNL after about four years of reporting losses posted anoperating profit of Rs 672 crore for the financial year 2014-15 compared to an operating loss of Rs 691 crore in the previous fiscal.

Calling 2014-15 as the turnaround year for BSNL as it came back to operational profit of Rs 672 crore, Shrivastava said with the support of all the officers and employees the company will increase the profit and within another two to three years (2018-19) it will achieve net profit also.

He said, “it (operational profit) is of very great significance because our salary expense is whopping Rs 15,000 crore, which is more than the top line of many private and government PSUs.”

“… We are not only able to meet such huge staffexpenses, but still we are left with enough cash to do theoperations and maintain on our own and yet come up with a profit of Rs 672 crore. This is the thing we should be proud of, we are now not dependent on anybody,” he added.

NEW DELHI: In a stern message to government officials refusing to mend their ways despite repeated complaints, Prime Minister Narendra Modi on Wednesday asked secretaries to carry out assessment of such employees and recommend action, including dismissal and slashing their pension.

The PM also asked all central government departments, which have to extensively deal with the public, to set up a grievance-monitoring mechanism.

Thed PM's warning came as he reviewed grievances relating to the excise and customs department during his monthly interaction with central government secretaries and chief secretaries of states through Pro-Active Governance and Timely Implementation (PRAGATI), a web-based interface, sources said.

"Though he (the PM) specifically asked the excise and customs department to identify and take action against such officials, he said the message is for all secretaries and chief secretaries," a secretary level official told TOI.

The department of personnel and training (DoPT) rules specify the circumstances under which an a government officer can be "retired" in "public interest". Rule 56(J) of Fundamental Rules says, "Notwithstanding anything contained in this rule, the appropriate authority shall, if it is of the opinion that it is in public interest to do so, have the absolute right to retire any government servant by giving him notice of not less than three months in writing or three months' pay and allowances."

Employees attaining 55 years can be impacted under this rule.

Similarly, Rule 48 of Central Civil Services (Pension) Rule says, "At any time after a government servant has completed 30 years qualifying service, (a) he may retire from service or (b) he may be required by the appointing authority to retire in public interest, and in case of such retirement, the government servant shall be entitled to a retiring pension."

As per rules, the government can initiate disciplinary action against any employee for dereliction of duty, and his pension and other benefits can be withheld pending investigation.
In an official release, the PMO said that taking strong exception to public complaints and grievances related to the customs and excise department, the PM asked for "strict action against responsible officials. He urged all secretaries whose departments have extensive public dealing, to set up a system for top-level monitoring of grievances immediately".

Officials said though the Central Board of Excise and Customs said it had already been initiating steps to warn errant officials and installed CCTV cameras to keep tab on them, the PM observed that they must take quick action in such cases.
Sources said Modi also asked top bureaucrats to work together and resolve prickly issues quickly and get out of the "government way of doing business" by passing files from one to another.
This was Modi's ninth such interaction through PRAGATI.
